– YAB Datuk Sri Abdullah Haji Ahmad Badawi, Prime Minister of Malaysia, when tabling the Ninth Malaysia Plan at the Dewan Rakyat, 31 March 2006.

In view of the emphasis by the Malaysian Government on Human Capital Development, this month's issue will focus on the qualities and needs for development of human capital in the country and globally, in particular the keynote address of the Deputy Prime Minister YAB Dato’ Sri Mohd.
